#11802: Unable to add files or access files on the web

 All of my files have become locked or uneditable. I am not sure why or
 what is happening. I need to be able to upload new files for my church.
 When people visit our website all the files give an error code:
 "Forbidden
 You don't have permission to access this resource.Server unable to read
 htaccess file, denying access to be safe

 Additionally, a 403 Forbidden error was encountered while trying to use an
 ErrorDocument to handle the request."

 I am not sure what to do to fix this or what has caused this issue.
