 This is either a normal bug or a usability bug.

 Changing the name of a file by right clicking and choosing Show info (or
 similar, mine is not in English) and changing the name does not work. This
 is confirmed with both ftp and sftp on several servers.

 If it is not supposed to work it is a usability bug. In Finder you can
 change the file name this way.
