 I have a similar problem. It seems that the format of APPE is invalid:

 {{{
 ...
 NOOP
 200 NOOP ok.
 TYPE I
 200 Switching to Binary mode.
 PASV
 227 Entering Passive Mode (10,16,0,2,135,220)
 APPE
 553 Could not create file.
 QUIT
 221 Goodbye.
 }}}

 RFC 959 specifies APPE as:

 {{{APPE <SP> <pathname> <CRLF>}}}
