New description:
I can download/edit files over an open connection, but not with a secure
one, even though I can connect and browse. From the log drawer:

PASV
227 Entering Passive Mode (77,232,67,26,208,96).
RETR /www/index.html
150 Opening BINARY mode data connection for /www/index.html (2050 bytes)
425 Unable to build data connection: Operation not permitted

This is using the program downloaded and installed today(dec 27 2010), on
Mac OS 10.6.5.
Any help greatly appreciated!
