 This is still a problem for me and happens consistently on all servers I
 connect to.

 I've cut out a few things but left the relevant information in there. When
 I look at the timestamp of the file over SSH it says 20:56 instead of the
 19:56 shown here. My local file has the same size as the uploaded one (but
 different content) and a timestamp of 21:00 so it should upload the file.
