 Steps to reproduce:
 - With 3.5.1, log in using public key auth for SFTP connection: works.
 - Upgrade from 3.5.1 to 3.6.1
 - Retry login: get error while decrypting PEM error (badd padding)
 - Downgrade back to 3.5.1
 - Retry login: works ok.
