 I  have a similar problem to the ticket #5185 since 3.6.1 (I have not
 installed the 3.6) but with FTP-SSL and not FTP.
 Files are created with size 0, I can create directories, list
 files/directory but I can't upload a file:

 {{{
 227 Entering Passive Mode (77,232,67,29,242,7).
 STOR config
 150 Opening BINARY mode data connection for config
 425 Unable to build data connection: Operation not permitted
 QUIT
 221 Goodbye.
 }}}


 With 3.5.1 sometimes the upload failed but I can restart. I can transfert
 600 files in 4-5 steps.
 I don't find how to downgrade...
 Now my transfert is in progress with FTP .
