 If the option to upload files with a temporary filename and replace the
 original file after the upload is completed is enabled, the permissions of
 the original file are not preserved. Instead the new file gets the same
 permissions as a newly created file. In my case I'm using FTP and want to
 preserve the Execute permissions of some of the uploaded files.
