 It is sometimes preferable for the install to fail, rather than download
 dotnet if it is not currently installed.  An example might be when
 deploying to a large number of computers; we do not want fifty or a
 hundred PCs all downloading dotnet 4.  Better the install fails.

 Ideally a separate installer, with downloading code removed. But, failing
 that, a command line switch (/DONOTINSTALLDOTNET, or /FAILIFNODOTNET?).
