Comment:

 I am not aware that we have a bug that is limiting bandwidth. Either a
 local networking issue or you have limited the transfer speed in the
 ''Transfers'' window or the ''Preferences''. To narrow down the issue you
 might want to upload to another non OpenStack installation plus another
 OpenStack installation.
