 As originally described in ticket #7913, there is a problem downloading
 files that has not been corrected in the 4.5.5 release.

 The ticket mentions a problem with the RightNow software that should be
 corrected. Can you describe what needs to be changed on the Oracle
 RightNow end? The file currently  has read permissions, so it should be
 possible to download without an exception.
