 When 'segmented downloads' is enabled, I cannot resume a download at all.
 It always starts from scratch when I press 'Stop' and then 'Resume' button
 in the 'Transfers' window. Discovered while transferring a large file from
 Backblaze B2 (ticket:10731), although I'm not sure if this issue is
 specific to Backblaze B2.
