#11091: Files do not retain Content-Type when uploading or copying

 I realize that this is most likely a duplicate of Ticket #10341 but it is
 still happening for my team when connected to our S3 bucket. Files will
 randomly change Content-Type to binary when uploading and almost always
 when copying a file to another directory.
