New description:

 Some folders only show in Cyberduck when "show hidden files" is enabled.
 It looks like it's supposed to show deleted folders when this is enabled
 based on that it will only show deleted files when this is enabled, but
 the folders that it's hiding are not deleted.
 I can't find any reason that some buckets are hidden nor any way to
 consistently reproduce the issue.
 This may be related to #11904 which is also for GCS bucket listing of
 folders, but that issue is separate and reproducible.
