 The private key is not password protected.

 I believe I found the issue though.  It appears that the error only occurs
 with openssh formated private keys.  (https://coolaj86.com/articles/the-
 openssh-private-key-format/)

 After running "ssh-keygen -p -m PEM -f ~/.ssh/id_rsa" we returned to the
 traditional PEM format which begins with "-----BEGIN RSA PRIVATE KEY-----"
 instead of "-----BEGIN OPENSSH PRIVATE KEY-----"
