New description:

 If I right click on a folder and select create new folder, the folder is
 created as a sibling of the folder, i.e. as a folder of the folder I've
 selected's parent. I would expect the folder to be created as a child of
 the folder I created. In other words if I folder foo inside folder bar and
 I right click on foo and select create folder I expect the new folder in
 foo, but instead it is created in bar.
