 If you have files transferring and some queued, increasing the max allowed
 connections starts all queued beyond the max allowed. eg.: I allow 1
 transfer at a time. If i have 1 going and 5 waiting, increasing the max
 allowed transfers to 2 starts all 5 queued instead of just 1 more, like it
 should.
