MacOS X 10.4.11, Cyberduck 3.2.1.
I have checked [wiki:help/en/problems common problems] and searched the
bug report database. I cannot find any mention of this problem.
I can connect to ftp.tex.ac.uk via the Finder.
Attempting to connect to the same server using Cyberduck (anonymous login)
results in:

I/O Error: Connection failed.
ftp://ftp.tex.ac.uk
Read timed out.

Before that message appears, I see `Login successful' in the status bar
(?) at the bottom of the Cyberduck window, then it announces a retry, then
login successful again. Finally, the error message appears.
